This is one of those “a day in the life of a big city” type pictures. I was walking by and saw this crew repairing the store window, or at least temporarily patching it with plywood.
I don’t know how it was broken, but this was the only window, so I suspect it wasn’t caused by a widespread disturbance.
There is a three-person crew, which is not clear from this angle. Two people are holding the plywood, and the third person is using a 2×4 to break the remaining laminated safety glass.
